COLUMBIA, SC - The Materials Management Office of the South Carolina Budget and Control Board has issued a Request for Proposal (RFP) for a public recreation facility to be financed, built and operated on land leased from the federal government at Lake Hartwell by the South Carolina Department of Parks, Recreation and Tourism (SCPRT).
The facility would be on a peninsula near the South Carolina Welcome Center off Interstate 85 at the Georgia-South Carolina border, on the opposite side of the interstate from Lake Hartwell State Recreation Area.
The primary purpose of the facility would be to allow SCPRT to meet public demand for recreational opportunities at reasonable user fees. The development must obtain a balance between the facilities and the natural attributes of the site and should support water-based recreation. A golf course, lodge, restaurant and cabins also may be considered as part of the development.
The proposal would be formally executed as a sublease agreement between the contractor and SCPRT only with the approval of the U.S. Army Corps of Engineers and the state Budget & Control Board.
A pre-proposal conference and site visit will be held at 9 a.m. on Tuesday, Feb. 26, 2008 at Table Rock State Park Lodge. Questions must be received by noon on Tuesday, March 4, 2008. Offers must be submitted by 2:30 p.m. on Thursday, June 12, 2008. The award will be posted on Wednesday, Nov. 12, 2008.
